Laws supporting harm reduction vary by state. In South Carolina, Safe Syringe Programs operate in a legal gray area because, while possessing “drug paraphernalia” is a minor offense which can only be punished with a fine, Safe Syringe Programs are not explicitly authorized.

Working to improve access to harm reduction tools and services is key to improving the health of South Carolinians. One way to do this is to change the law to allow Safe Syringe Programs to operate as they are in 39 states.
